Dr. Lynette Thrasher

MTSS, Grants, Section 504, & Title IX Coordinator

Multi-Tiered Systems of Support (MTSS) refers to the systemic approach MCUSD #1 utilizes at each grade level throughout the district to support students.  It is a data-based, decision-making framework to provide support and intervention to students to promote continuous improvement.  We consider each student individually and develop plans to promote positive academic, behavioral, and social/emotional student outcomes.  We believe that all students can learn and grow and are entitled to every opportunity to do so.  To learn more about our MTSS program in your child's building or if you feel your child could benefit from additional support, contact Dr. Thrasher.

Section 504 of the Rehabilitation Act of 1973 is a civil rights law that prohibits a discrimination of individuals on the basis of disability.  Students who are considered as having a disability may be entitled to individualized plans to ensure their access to a free and appropriate education.  The guidelines in determining a student's eligibility under Section 504 include determining if the student

  • has a physical or mental impairment which substantially limits one or more major life activities,
  • has a record of such an impairment, or
  • is regarded as having such an impairment. 28 CFR Sec. 36.104

To begin the process of determining edibility for your student under Section 504, please contact Dr. Thrasher.

No student shall, based on sex or sexual orientation, be denied equal access to programs, activities, services, or benefits or be limited in the exercise of any right, privilege, advantage, or denied equal access to educational and extracurricular programs and activities. MCUSD #1 adheres to all Title IX regulations prohibiting discrimination on the basis of sex as well as all other federal and state regulations regarding discrimination based on race, color, nationality, sex, sexual orientation, gender identity, ancestry, age, religious beliefs, physical or mental disability, status as homeless, or actual or potential marital or parental status, including pregnancy.

Any staff member, student, or parent/guardian with a sex equity or equal opportunity concern including sex discrimination or sexual harassment should contact Dr. Thrasher, the district Title IX and Nondiscrimination Coordinator.
